MottoSuitai is a free web service that aggregates and publishes information on smoking spots across Japan. We aim for a society where both smokers and non-smokers can spend time comfortably, providing up-to-date smoking-spot maps, municipal regulations, and smoking-allowed restaurant information by cross-referencing user submissions with official municipal and public records.

Our core feature lets you instantly find "where you can smoke right now, right here" in any situation — sightseeing, business travel, or commuting — while we also maintain situational guides such as information on heated-tobacco-only smoking rooms and English guidance for inbound visitors.

Editorial Policy

The MottoSuitai editorial team has been operating nationwide smoking-spot information since 2025. The factual accuracy of listed spots, columns, and municipal-rule explanations is verified against official municipal websites and public materials from the Ministry of Health, Labour and Welfare (MHLW), the National Tax Agency, and other authoritative sources before publication.

We continuously track the amended Health Promotion Act, each municipality's anti-street-smoking ordinances, and facility-specific smoking rules, updating our content as changes occur. If you notice incorrect or outdated information, please contact us via the form at the bottom of the page.

Data Sources and Verification Process

The smoking-spot information published by MottoSuitai is built by combining the following sources.

• Smoking-spot submissions verified on site by users (anonymous and member submissions)
• Official municipal websites and public records (e.g., passive-smoking countermeasure pages, designated anti-street-smoking zones)
• On-site verification by editorial team members (field surveys)
• Listing requests from partner stores and facilities (e.g., smoking-allowed restaurant pin submissions)

New submissions and updates are reviewed by the editorial team. Submissions that are clearly factually inaccurate, or that would lead to encouraging smoking in places that violate the amended Health Promotion Act or municipal ordinances, are held back or corrected.

Legal Compliance Policy

MottoSuitai operates on the premise of compliance with applicable laws.

• Amended Health Promotion Act (passive-smoking countermeasures): We respect the spirit of the passive-smoking countermeasures stipulated in Article 25 and following of the amended Health Promotion Act, fully enforced on April 1, 2020, and do not provide guidance that conflicts with the on-premises smoking ban for Type-1 facilities (hospitals, schools, government buildings, etc.) or the in-principle indoor smoking ban for Type-2 facilities (restaurants, workplaces, etc.).

• Municipal anti-street-smoking ordinances: We do not provide guidance on smoking locations within anti-street-smoking zones designated by municipalities such as Chiyoda Ward, Shinjuku Ward, Shibuya Ward, and Kyoto City. We list only designated smoking areas and operate on the premise of compliance with each municipality's official information.
• Tobacco Business Act / Pharmaceuticals and Medical Devices Act: We do not make expressions about the efficacy of heated tobacco, electronic cigarettes, or nicotine replacement therapy, nor recommendations by physicians or experts. We handle only factual information about whether smoking is permitted at each facility.
• Prohibition of underage smoking: Smoking by anyone under 20 years of age is prohibited by Japanese law. This service provides smoking-spot location information only and is not intended to recommend smoking or to sell or solicit purchases of tobacco products.
• Copyright Act / Personal Information Protection Act: We do not reproduce others' copyrighted works without permission. Cookie usage and third-party transmission are documented in the Privacy Policy.
