Smoking rules at the Huis Ten Bosch hotels (all rooms non-smoking)
According to the Huis Ten Bosch official FAQ "Do the hotel rooms have smoking or non-smoking rooms?", all rooms are non-smoking. Guests are asked to use the designated smoking areas provided on each hotel's grounds. Heated tobacco also cannot be used inside rooms.

Smoking at Huis Ten Bosch Station, Sasebo Station and other railway stations
The nearest rail access to Huis Ten Bosch is JR Kyushu's Huis Ten Bosch Station on the Omura Line, and the centre of Sasebo City is Sasebo Station on JR Kyushu's Sasebo Line. On its official "measures to prevent second-hand smoke" page, JR Kyushu states that since 1 April 2020 its stations have been non-smoking with limited exceptions.
The four places listed by the company as having smoking rooms are the Shinkansen platform at Hakata Station, the Shinkansen platform at Kumamoto Station, inside the Shinkansen ticket gates at Kagoshima-Chuo Station, and inside the Shinkansen ticket gates at Nagasaki Station. Huis Ten Bosch Station and Sasebo Station are both conventional-line stations and are not on this list. Assume that you cannot smoke inside either station.
JR Kyushu also prohibits the use, at stations and on trains, of electrically heated tobacco and e-cigarettes and similar products that produce vapour and whose use closely resembles smoking. Being a heated product does not make it acceptable at a station. Conventional-line trains are entirely non-smoking as well.

Huis Ten Bosch is in Sasebo City, Nagasaki Prefecture. Sasebo City states on its official site that, under the "Nagasaki Prefectural Ordinance on Protecting and Nurturing an Environment Connected to the Future," a person "must endeavour not to smoke when walking or riding a bicycle." This takes the form of a duty to endeavour, but it means that smoking while walking or while cycling is something to be refrained from.
Sasebo City also explains the duty of consideration placed on smokers and on those who set up smoking places under Article 27, paragraphs 1 and 2 of the Health Promotion Act. In the city's guidance, because "unwanted second-hand smoke" easily arises around stations, around facilities used by many people, and on pavements and other busy places, people are asked to refrain from smoking where others are nearby. Smoking near pregnant women, and on roads adjoining parks, schools and nurseries or on school routes, are also given as examples where restraint is expected.

According to Sasebo City's official guidance, under the revised Health Promotion Act indoor spaces have been in principle non-smoking since 1 April 2020. "Indoors" here means a place where the inflow of outside air is obstructed: a building with a roof where roughly half or more of the side walls are covered. Indoor facilities and restaurants at Huis Ten Bosch, and restaurants in Sasebo City, are judged on this standard.
Heated tobacco is also covered. A smoking room exclusively for heated tobacco may be provided in part of a facility as a transitional measure, and eating and drinking is permitted in such a room, but cigarettes cannot be smoked there. Together with outdoor smoking areas, always confirm where you may use your product.
Smoking under the age of 20 is prohibited by law in Japan. Sasebo City's official guidance also states clearly that people under 20, who are more strongly affected by second-hand smoke, cannot enter places where smoking is possible even when they are not there to smoke (the same applies while working).
