Kagoshima's no-street-smoking zones are concentrated in the arcades

Instead, the city has targeted the busiest covered arcades in the Tenmonkan district, the streets around Kagoshima-Chuo Station and the station underground passage. In practice, that is precisely where visitors walk, so the working rule for a traveller is simple: if you are under an arcade roof in Tenmonkan or moving between Kagoshima-Chuo Station and the shopping streets, assume you are inside a no-smoking zone.

What is banned in these zones goes beyond walking while smoking. The city defines it as "smoking in general (all acts of smoking, including smoking while walking, smoking while standing still, and smoking using a portable ashtray)." In other words, stopping at the edge of an arcade and smoking into a portable ashtray is still prohibited inside a designated zone. Many visitors assume only walking-and-smoking is covered, so this is the point most worth remembering.
Penalties: guidance for smoking, a fine for littering
Kagoshima's ordinance separates its obligations by conduct. On the city's ordinance page, paragraph 1 of Article 6 ("no dumping of cans, cigarette butts and similar," applying to public places and other people's land across the whole city) and paragraph 2 (not leaving dog waste) are marked as carrying orders and fines: a person who fails to comply with an order faces a fine of up to 20,000 yen, set at 2,000 yen for the time being. Arriving by cruise ship at Marine Port Kagoshima
Kagoshima is a regular call on East Asia cruise itineraries. The Kagoshima Prefecture tourism site describes Marine Port Kagoshima as an international exchange port where domestic and international cruise ships berth (https://www.kagoshima-kankou.com/cruise/marineport/top). It lists the nearest stops as the Wakita tram stop, about an 18-minute walk from the port, and JR Uzuki Station, with a tram ride of roughly 30 minutes to the Kagoshima-Chuo Station area or Tenmonkan, and notes that a taxi waiting area is set up in front of the terminal. We could not find any mention of a smoking area inside the terminal on that page, so this article does not state whether one exists.
The practical point for cruise passengers is that the places you are heading for — Tenmonkan and Kagoshima-Chuo Station — are exactly where the no-street-smoking zones are. With a short port call, the instinct is to step off the shuttle and light up; in Kagoshima, plan on the assumption that your arrival point is inside a no-smoking zone and locate an indoor smoking room or a facility-provided smoking area first. Indoors: the revised Health Promotion Act applies nationwide
Separately from the local ordinance, indoor rules are set nationally. The revised Health Promotion Act came fully into force on 1 April 2020, making facilities used by many people non-smoking indoors in principle. Where the conditions are met, a facility may install a dedicated smoking room, a heated-tobacco-only smoking room, a smoking-permitted room or a smoking-purpose room, and any facility with smoking equipment must display the prescribed signage. Schools, hospitals and child welfare facilities are non-smoking on their entire premises and cannot install indoor smoking rooms.
