The three types, and how to tell them apart

  • Inside a venue still open late — smoking is permitted only inside one of four room categories: designated smoking room, heated-tobacco-only smoking room, smoking-permitted room, or smoking-purpose room.   • Municipal public smoking areas — hours are set by the municipality and published on its official site. They range from all-day to closing in the evening.
  • Hotel smoking rooms or smoking guest rooms — intended for guests; they are not necessarily open to non-guests. Confirm with the property before booking.
  • In every case, anyone under 20 is barred from entering a smoking area, even when not smoking (source: https://jyudokitsuen.mhlw.go.jp/point/ ).

A worked example: published hours in Osaka City

The most reliable way to answer "is it open at 2 a.m.?" is to read the hours the municipality itself publishes. Osaka City's environment bureau page, updated 7 August 2026, lists hours for each designated smoking area, and the spread within one city is wide: Nishi-Umeda Park is listed as "all day," Umekita Park as 6:00 to 24:30, Namba as 7:00 to 23:00, and Pural Tenma as 7:00 to 21:00. There is no way to filter for "open 24 hours" or "open now." Use the map to shortlist locations, then confirm the hours with the municipality or the facility. Ordinances do not sleep

Street-smoking ordinances apply regardless of the hour. Chiyoda City in Tokyo sets the administrative fine for street smoking at 2,000 yen for the time being, and applies its rules to both cigarettes and heated tobacco (source: https://www.city.chiyoda.lg.jp/koho/machizukuri/sekatsu/jore/jore.html ). Kyoto City collects 1,000 yen in its designated reinforcement zones (source: https://www.city.kyoto.lg.jp/bunshi/page/0000291969.html ). Kobe City collects 1,000 yen from violators (source: https://www.city.kobe.lg.jp/a84526/kurashi/activate/project/eco/outsmoking.html ). Amounts, zones and covered products differ by municipality, so check the official page for wherever you are. Even outside a prohibition zone, at night smoke and voices carry into homes with open windows — keep visits short and quiet, and take your butts with you if the ashtray is unusable.
