Individual venues' smoking status changes with their registration and their own policy, so no specific venue names or counts appear here. The street rule: the whole city is a no-smoking zone
Osaka City expanded its street-smoking ban to cover the entire city from 27 January 2025 under the Osaka City ordinance on the prevention of street smoking. Before the expansion only six districts — Midosuji, the area around JR Osaka Station and others — were designated; now all 24 wards are covered. The ban applies to roads, plazas, parks and other public places managed by the city, and a 1,000 yen fine is set for violations. Heated tobacco was added to the scope at the same time (source: Osaka City).

One point catches visitors out: covered shopping arcades still count as outdoor public places. A roof over the Shinsaibashi-suji arcade does not make it "indoors". An ashtray outside a restaurant does not settle it either — if the spot is a public place, it can still fall under the fine. Move to a designated smoking area or an indoor smoking room before lighting up.
Indoors, Osaka Prefecture adds a second layer
Restaurants have been non-smoking indoors by default since the revised Health Promotion Act took full effect in April 2020. On top of that, Osaka Prefecture brought its own passive smoking prevention ordinance fully into force on 1 April 2025, applying standards that are in part stricter than the national law (source: Osaka Prefecture). This article does not state the prefectural ordinance's specific thresholds — check the Osaka Prefecture official guidance for those. In practice, treat Osaka City as a two-layer system: outdoors is restricted by the city ordinance, indoors by the national law plus the prefectural ordinance.
The four venue types where smoking is still possible
- Smoking-permitted room (kitsuen kanō ten): cigarettes and dining both allowed. A transitional measure for venues already operating on 1 April 2020 that are individually owned or capitalized at 50 million yen or less with a seating area of 100 m2 or less — common among family-run izakaya
- Smoking-purpose venue (kitsuen mokuteki ten): cigar bars and snack bars that sell tobacco face to face and serve no staple food such as rice or noodle dishes, which is why a food-led izakaya cannot qualify
- Sealed smoking room (kitsuen senyō shitsu): cigarettes and heated tobacco allowed, but no eating or drinking inside the room
- Heated-tobacco-only room: IQOS, glo, Ploom and similar devices only, dining allowed — the option chain venues adopt most often
In every case, people under 20 — customers and staff alike — may not enter smoking areas, and venues must display the officially designated sign (source: https://jyudokitsuen.mhlw.go.jp/smoking_room/). Venues that opened after April 2020, and chains capitalized above 50 million yen, cannot use the grandfather clause, so at a chain izakaya you are looking for a sealed smoking room or a heated-tobacco-only room.
How to find one: read the door sign
The sign at the entrance is the reliable signal. "Smoking permitted" or "smoking purpose" means you can smoke cigarettes while eating and drinking. "Smoking room available" means smoking is separated from dining; "heated tobacco room available" means IQOS-style devices only. No sign means the interior is non-smoking. Minami is full of narrow multi-tenant buildings where the signs are posted beside the entrance or on the building directory, so check before you climb the stairs.
Pair it with the local street rules
Because stepping outside is not an option in Minami, plan for a walk to a designated smoking area whenever the venue itself is non-smoking. Even where smoking is permitted, the revised Health Promotion Act asks for consideration toward others: check with non-smoking companions, choose a well-ventilated seat, and mind where the ashtray sits. Anyone under 20 cannot enter a smoking area at all, so groups with minors need a non-smoking venue. In the crowds around Ebisubashi a lit cigarette at hand height is a burn risk to other pedestrians — carry a portable ashtray and never drop butts on the street.
