Scope and disclaimer
This is a third-party guide compiled from the Ministry of Health, Labour and Welfare's official explainer (https://jyudokitsuen.mhlw.go.jp/) and Okayama City's official notices on its street-smoking restricted zones, current as of July 2026. Individual venues' smoking status changes with their registration and their own policy, so no specific venue names or counts appear here. Always confirm with the sign at the door and the venue's official information. This article provides information about smoking environments and does not encourage smoking.
The Okayama street rule
Okayama City designates both beautification priority zones and street-smoking restricted zones under its ordinance on beautiful and comfortable town-making, promulgated on 27 March 2007. Within a street-smoking restricted zone, smoking on roads, in parks and other public places is prohibited. The ordinance further allows the city to designate special restricted zones where the ordinary restriction is judged insufficient, and provides that a person who smokes on the street inside a special restricted zone is subject to a fine (source: Okayama City).
- Ordinance: ordinance on beautiful and comfortable town-making, promulgated 27 March 2007 (source: Okayama City)
- Street-smoking restricted zone: smoking prohibited on roads, in parks and other public places inside the zone
- Exception: according to Okayama City, two permitted smoking spots near Okayama Station
- Special restricted zone: the ordinance provides for a fine on street smoking inside it
- The fine amount and current special-zone designations could not be confirmed on the city's official pages, so this guide does not state them
- Whether the ordinance covers heated tobacco is also not stated on the city's pages, so this guide does not assert it
- Check the boundaries on the zone map published by Okayama City
Walking the station plaza or along Momotaro-odori, do not try to infer where the boundary runs. Either check the city's zone map or wait until you reach an indoor smoking room or a permitted spot. The names, exact locations and hours of the two permitted spots near the station are not published as text on the city's pages, so this guide does not state where they are — look for the signage and pavement markings on site.
The four venue types where smoking is still possible
Indoors, the governing rule is national law rather than the city ordinance. Since the revised Health Promotion Act took full effect in April 2020, restaurant interiors are non-smoking by default, with four categories where smoking can remain.
- Smoking-permitted room (kitsuen kanō ten): cigarettes and dining both allowed. A transitional measure for venues already operating on 1 April 2020 that are individually owned or capitalized at 50 million yen or less with a seating area of 100 m2 or less — common among family-run izakaya
- Smoking-purpose venue (kitsuen mokuteki ten): cigar bars and snack bars that sell tobacco face to face and serve no staple food such as rice or noodle dishes, which is why a food-led izakaya cannot qualify
- Sealed smoking room (kitsuen senyō shitsu): cigarettes and heated tobacco allowed, but no eating or drinking inside the room
- Heated-tobacco-only room: IQOS, glo, Ploom and similar devices only, dining allowed — the option chain venues adopt most often
In every case, people under 20 — customers and staff alike — may not enter smoking areas, and venues must display the officially designated sign (source: https://jyudokitsuen.mhlw.go.jp/smoking_room/). Venues that opened after April 2020, and chains capitalized above 50 million yen, cannot use the grandfather clause, so at a chain izakaya you are looking for a sealed smoking room or a heated-tobacco-only room.
How to find one: read the door sign
The sign at the entrance is the reliable signal. "Smoking permitted" or "smoking purpose" means you can smoke cigarettes while eating and drinking. "Smoking room available" means smoking is separated from dining; "heated tobacco room available" means IQOS-style devices only. No sign means the interior is non-smoking. Signs are sometimes grouped beside the entrance or on a multi-tenant building's directory, so check before you go in.
Pair it with the local street rules
Because restricted zones are in force, plan where you can legitimately smoke before you need to. Fines by municipality are summarized in our street-smoking fines guide, and the nationwide picture in our guide to smoking izakaya and bars.

Courtesy inside the venue
Even where smoking is permitted, the revised Health Promotion Act asks for consideration toward others: check with non-smoking companions, choose a well-ventilated seat, and mind where the ashtray sits. Anyone under 20 cannot enter a smoking area at all, so groups with minors need a non-smoking venue. Okayama's ordinance is also about keeping the city clean — carry a portable ashtray and never drop butts on the street, especially around Korakuen and Okayama Castle where fire safety around cultural property matters.

Always confirm with the sign at the door, the venue's own information, and Okayama City's official zone map.
