Osaka City bans street smoking citywide since January 2025 (¥1,000 fine)
Under the "Osaka City Ordinance on the Prevention of Street Smoking," Osaka City expanded its street-smoking ban to the entire city on 27 January 2025. This was a measure ahead of Expo 2025 Osaka, Kansai; before the expansion, only 6 areas in the city, such as Midosuji and around JR Osaka Station, were banned. The ban applies to roads, plazas, parks and other public places managed by the city (private land and private roads are not covered). Smoking on roads is banned across the entire city, and violations carry a ¥1,000 fine. At the same time as the citywide expansion, heated tobacco was also added to the scope. Check the latest boundaries and enforcement on the Osaka City official site.

City-designated smoking areas around Tennoji Station
The area around Tennoji Station had been designated a street-smoking ban district even before the citywide expansion. On the Tennoji Ward side, the "Tennoji Station-front smoking area" opened in February 2020. Other examples of Osaka City designated smoking areas in Tennoji Ward include the Ueshio-kita Park smoking area and the indoor smoking area at Uehonmachi Hai Hai Town. Osaka City has two types of smoking areas: "Osaka City designated smoking areas," which anyone can use free of charge, and "information-provided smoking areas," which are premised on using the shop at a restaurant or commercial facility; the city aims to secure about 300 of the two combined. Smoking areas may be closed or relocated, so check the latest locations on the Osaka City smoking-area map before use.
Around Tenshiba (Tennoji Park) and Abeno Harukas
In front of Tennoji Station, visitor facilities gather, including "Tenshiba," the entrance area of Tennoji Park, and the skyscraper "Abeno Harukas." Officially published lists of the smoking areas inside these facilities are scarce, so their locations and operation are hard to confirm. This guide does not assert specific locations; we recommend checking each facility's in-building guidance and the Osaka City smoking-area map. Note that the roads around Tenshiba and Abeno Harukas are also covered by the citywide street-smoking ban, so do not smoke on the road — always use a designated smoking area or an indoor smoking room.
Heated tobacco and e-cigarettes (within scope)
Since April 2020, the revised Health Promotion Act has made indoor spaces in principle non-smoking, and restaurants etc. are in principle indoor non-smoking. Under Osaka City's street-smoking ban, heated tobacco was added to the scope at the same time as the citywide expansion. The basic rule is to use a smoking room indoors and, outdoors, a designated smoking area while avoiding roads. For second-hand smoke prevention, use cigarettes, heated tobacco and e-cigarettes alike in designated smoking areas or smoking rooms.
