Chiyoda City's street no-smoking rules (a national first, with fines)
Chiyoda City enforced its "Ordinance on Maintaining a Safe and Comfortable Living Environment in Chiyoda City" (Heisei 14 Chiyoda City Ordinance No. 53) on 1 October 2002 and began applying penalties from 1 November of the same year. It was the first municipality in Japan to enact a street-smoking ban with penalties. Furthermore, since 1 April 2010, the entire ward except the Imperial Palace has been designated a street no-smoking district, and smoking on roads within the ward including Yurakucho, Marunouchi and Otemachi (both while walking and while standing still) is banned. In case of violation, the ordinance sets a fine of up to ¥20,000, and for the time being ¥2,000 is notified and collected on the spot by ward staff. Smoking areas at Tokyo International Forum
Tokyo International Forum is a large MICE facility very close to Yurakucho and Tokyo stations. According to its official FAQ, meeting-room users are guided to a smoking area on the 5th floor of the Glass Building. Some restaurants and cafes in the building may also have separated smoking seating. However, these smoking areas may be closed at the event organizer's discretion and are not always available. The presence of other smoking areas, such as around Hall E, could not be officially confirmed, so always check the facility's official guidance before visiting. Since April 2020, the revised Health Promotion Act has made indoor spaces in principle non-smoking, and restaurants etc. are in principle indoor non-smoking. In Chiyoda City, a ward announcement on 1 October 2024 clarified that heated tobacco is also subject to the fine within the street no-smoking district, in operation from November of the same year.
