Two layers: a ward-wide ban on smoking while walking, plus the priority districts
Koto City's outdoor rule has two layers. Article 7 of the ordinance provides that "residents and others shall not smoke while walking or throw away tobacco in public places," and this applies throughout the ward. Article 2(6) defines smoking while walking as "smoking, or holding lit tobacco, while walking (including while moving by bicycle or similar)" — so carrying a lit cigarette in your hand as you walk is itself the prohibited act, and smoking while cycling is covered too.
Article 8 adds that "no person shall smoke on the street in a district the mayor has designated in advance as a priority no-smoking district, such as the area around a station entrance at busy times." Inside those districts, standing still to smoke is prohibited as well. The ward lists ten station areas: Kameido, Sumiyoshi, Morishita, Kiyosumi-shirakawa, Minami-sunamachi, Toyocho, Kiba, Monzen-nakacho, Shin-kiba and Toyosu. The key operational change is that, per the ward, "from 1 October 2025 the time restriction was removed and the ban became all-day." Toyosu Station, served by the Tokyo Metro Yurakucho Line and the Yurikamome, is the starting point for visits to teamLab Planets TOKYO, Toyosu Market and the large shopping complexes — so assume you are inside a priority no-smoking district the moment you step out of the station.

Public smoking areas and the "designated public smoking area" scheme
Koto City also publishes information on smoking facilities. Its page on preventing smoking while walking states that the ward's public smoking areas (excluding those inside parks) are in front of Shiomi, Tatsumi and Shin-kiba stations. Toyosu is not among those three.
Separately, the ward runs a "designated public smoking area" scheme. According to the ward's page (updated 1 July 2026), it designates privately operated smoking places that comply with the relevant laws as public smoking areas open to anyone free of charge, and subsidises part of the installation and maintenance cost. The list of designated public smoking areas is published as a PDF on the ward site. This article does not state the name, location or hours of any individual designated public smoking area — check the ward list alongside the MottoSuitai map when planning your route around Toyosu.
teamLab Planets TOKYO, Toyosu Market and other venues
Toyosu is home to teamLab Planets TOKYO, Toyosu Market, large shopping complexes and hotels. For teamLab Planets TOKYO we could not confirm official primary information on whether smoking is possible on site or whether a smoking area exists, so this article does not state either way; if you need somewhere to smoke before or after your visit, check the venue's official site and the on-site signage. The Toyosu Market official site gives its address as 6-6-1 Toyosu, Koto-ku, Tokyo 135-0061, "immediately by Shijo-mae Station on the Yurikamome," but we could not find any mention of smoking there, so we do not state whether it has smoking facilities. For any venue, the revised Health Promotion Act makes indoor spaces non-smoking in principle, and facilities with smoking equipment must display the prescribed signage — the signage is your reliable indicator.
Indoors, and how heated tobacco is treated
Since the revised Health Promotion Act came fully into force on 1 April 2020, facilities used by many people are non-smoking indoors in principle; where conditions are met a facility may install a dedicated smoking room, a heated-tobacco-only smoking room, a smoking-permitted room or a smoking-purpose room, and people under 20 may not enter a smoking area at all (source: MHLW https://jyudokitsuen.mhlw.go.jp/point/). Outdoors, note that the Koto City ordinance defines smoking while walking in terms of "lit tobacco" and does not expressly define "tobacco," so how far heated tobacco falls within it is not clear from the text alone; we do not assert an answer here and suggest checking with the ward. Neighbouring Chuo City, by contrast, states plainly that its tobacco rules include heated tobacco.
