Key points

Kanagawa Prefecture was the first in Japan to enact a "Passive Smoking Prevention By-law for Public Facilities" (in force since 1 April 2010), requiring indoor non-smoking or full separation in publicly accessible facilities (source: https://www.pref.kanagawa.jp/docs/cz9/cnt/f6643/index.html). On top of that, the national revised Health Promotion Act (in full force since April 2020) requires anyone smoking outdoors to "give consideration so as not to cause unwanted second-hand smoke" (https://www.mhlw.go.jp/stf/seisakunitsuite/bunya/0000189195.html). In Hakone's main tourist zones — Hakone-Yumoto Station, Gora, Moto-Hakone, Lake Ashi, Owakudani — use only the outdoor smoking spaces at hotels / ryokan and designated public smoking points. Latest info: Hakone Town (https://www.town.hakone.kanagawa.jp/) and Hakone Town Tourism Association (https://www.hakone.or.jp/).

How Hakone's tourist zones are laid out

Hakone Town sits in Ashigarashimo District in south-western Kanagawa Prefecture and forms the core of Fuji-Hakone-Izu National Park. It splits into five main tourist zones: (1) Hakone-Yumoto Station and the onsen district around it; (2) Gora — the Hakone Open-Air Museum and the Hakone Tozan Cable Car; (3) Owakudani — sulfur fumarole field and the famous black eggs (kuro-tamago); (4) Moto-Hakone — Hakone Shrine and the Hakone Sightseeing Cruise pier; (5) Sengokuhara — silver-grass plains and the Hakone Glass Forest Museum. These zones are linked by the Hakone Tozan Railway, Hakone Tozan Bus, Hakone Sightseeing Cruise and the Hakone Ropeway. Hakone Town's statistics report over 20 million visitors per year.

Kanagawa Prefecture's passive-smoking by-law — the headline points

On 1 April 2010, Kanagawa became the first Japanese prefecture to enact a by-law preventing passive smoking in public facilities (source: https://www.pref.kanagawa.jp/docs/cz9/cnt/f6643/index.html). The by-law covers indoor spaces of facilities used by the public: Category I facilities (schools, hospitals, etc.) must be fully non-smoking; Category II facilities (restaurants, hotel lobbies, etc.) must be non-smoking or fully separated, at the operator's choice. After the national Health Promotion Act took full effect in April 2020, the two systems run in parallel, with the stricter rule applying in each case (especially for restaurants).

The prefectural by-law covers indoor spaces; it does not directly prohibit smoking on streets. Outdoor behaviour falls under Article 27 of the revised national Health Promotion Act, which imposes a duty to avoid unwanted second-hand smoke. As of May 2026, no by-law specifically designating zones of Hakone Town as "Street Smoking Prohibited Zones" with on-the-spot fines has been identified in publicly available materials. Even so, Hakone's reputation depends on visitors using designated smoking spaces.

Zone-by-zone practical guidance

1) Around Hakone-Yumoto Station

Hakone-Yumoto is the gateway station to the Hakone area, and the shopping streets in front of the station (Yumoto Ekimae-dori, Ajisai-dori) are dense with foot traffic. The station building and the station-front bus rotary are non-smoking, so use the outdoor smoking spaces at the front-of-station hotels and ryokan (Hakone Yumoto Hotel, Hotel Kajikaso, Yumoto Fujiya Hotel, Hotel Yoshino, and others) or designated public smoking points within walking distance.

2) Gora / Hakone Open-Air Museum / Owakudani

Large attractions in the Gora zone — the Hakone Open-Air Museum, Gora Park, and the Hakone Museum of Art — only allow smoking at their designated indoor or outdoor smoking points. At Owakudani, ashtray placement near the black-egg shops depends on volcanic activity and operational conditions; always follow on-site pictograms.

3) Moto-Hakone / Lake Ashi

The Moto-Hakone pier, Hakone Shrine and the Hakone Checkpoint historical site attract very high numbers of overseas visitors (Taiwan, Hong Kong, Thailand, China, Korea and Western countries). The lakeside boardwalks are exposed to wind, so smoke disperses widely. Always use outdoor smoking spaces at hotels, ryokan, and restaurants — never smoke while walking on the lakeside boardwalk.

4) Sengokuhara

The Sengokuhara silver-grass plains are a famous autumn viewpoint. Smoking near dry grass carries a serious wildfire risk. Smoke only at outdoor smoking spaces at Sengokuhara onsen, Senkyoro, Gora Hanadan and other hotels / ryokan, or at designated smoking points at the grassland entrance.

5) Use the MottoSuitai Hakone area hub

The MottoSuitai area landing page "Hakone Smoking Areas (Map)" plots user-submitted smoking-spot pins on a map. Because Hakone is geographically wide, we strongly recommend checking each zone before you set off. Data is updated continuously.

For international visitors

Hakone is a day-trip destination from Tokyo and an internationally famous resort, with a particularly high share of international visitors. Walking while smoking and dropping cigarette butts on the ground are strongly socially disapproved of throughout Japan, regardless of whether a fine applies. We strongly recommend carrying a portable ashtray. For multilingual smoking pictograms, see the in-depth guide "Smoking Area Pictograms in Japan: A Complete Guide 2026" elsewhere on MottoSuitai.

Heated tobacco (IQOS, glo, Ploom)

Heated tobacco devices are regulated the same way as combustible cigarettes under both the Kanagawa by-law and the revised Health Promotion Act. Some Hakone ryokan and hotels provide heated-tobacco-only smoking rooms — confirm at check-in.

Frequently Asked Questions

Q.Will I be fined for smoking on the street in Hakone?

A.As of May 2026, no by-law has been identified that specifically designates zones of Hakone Town as Street Smoking Prohibited Zones with on-the-spot fines. However, Kanagawa Prefecture's 2010 Passive Smoking Prevention By-law (for indoor public facilities) and Article 27 of the revised Health Promotion Act (for outdoor consideration) both apply. Always use designated smoking spaces — Hakone's reputation as an international destination depends on visitor manners. Check Hakone Town (https://www.town.hakone.kanagawa.jp/) for the latest local guidance.

Q.Can I smoke onboard the Hakone Sightseeing Cruise on Lake Ashi?

A.The Hakone Sightseeing Cruise vessels are publicly accessible facilities under Kanagawa's by-law and the revised Health Promotion Act, so indoor areas are generally non-smoking. Always confirm current onboard smoking rules at the operator's official site or via the onboard announcements before you sail.

Q.Can I smoke at Owakudani?

A.Owakudani is an active volcanic area, and access restrictions and facility operations change with volcanic activity. Ashtray placement varies by season. Always follow on-site pictograms and staff guidance. Never drop cigarette butts on the dry volcanic terrain — fire risk is severe.

Q.Can I use IQOS, glo or Ploom?

A.Heated tobacco devices are regulated the same way as combustible cigarettes under the Kanagawa by-law and the revised Health Promotion Act. Use them only at designated smoking rooms inside facilities or at designated outdoor smoking points.
