Key points

Most of Tokyo's 23 wards (Chiyoda, Chuo, Minato, Shinjuku, Shibuya, Taito, etc.) have by-laws designating "Street Smoking Prohibited Zones" around busy stations, with on-the-spot fines typically JPY 1,000–2,000. Smoking on a walking tour requires planning: identify designated outdoor smoking spots in advance and pause there. Major hubs like Shibuya Crossing, Shinjuku Station, Asakusa, Ginza, and Tokyo Station all have ward-managed smoking spots. Use MottoSuitai (https://mottosuitai.com/) to plot them on your route.

Tokyo's ward-by-ward street smoking rules

Tokyo doesn't have a single city-wide rule. Each of the 23 wards sets its own. As of May 2026, the following wards have confirmed by-laws with on-the-spot fines for street smoking in designated zones: Chiyoda (Tokyo Station, Akihabara, Yurakucho areas), Chuo (Ginza, Nihonbashi), Minato (Shimbashi, Roppongi, Hamamatsucho, Shinagawa-side), Shinjuku (Shinjuku Station area, Kabukicho), Shibuya (Shibuya Station area, Harajuku, Omotesando, Ebisu), Taito (Asakusa, Ueno), Sumida (Tokyo Skytree area), Toshima (Ikebukuro), Bunkyo, Meguro, Setagaya, Suginami, Nakano, and others. Always check the latest ward-level by-law before walking.

Route 1 — Shibuya → Harajuku → Omotesando

A popular tourist route covering fashion, youth culture, and Meiji Jingu. The entire route falls within Shibuya Ward, which fines street smoking JPY 2,000 in designated zones. Key smoking spots along the route: outside Shibuya Station (multiple ward-managed spots), Miyashita Park rooftop area, designated spots near Harajuku Station, and the Omotesando Hills area. Avoid the busy Cat Street stretch — it is dense and entirely smoke-prohibited.

Route 2 — Shinjuku Station area

Japan's busiest station with multiple exits and skyscrapers. Shinjuku Ward enforces street smoking fines around the station. Smoking spots: outdoor spots near the East Exit and South Exit (ward-managed), the basement smoking area at Lumine, designated areas at Shinjuku Park Tower, hotel terraces. Kabukicho is included in the prohibited zone — find a designated spot before entering.

Route 3 — Asakusa → Tokyo Skytree

Asakusa is in Taito Ward (smoking restrictions around Sensoji and Nakamise-dori); the walk crosses into Sumida Ward to reach Tokyo Skytree. Both wards fine street smoking. Designated spots: Asakusa Bunka Kanko Center (across from Kaminarimon), near Tokyo Skytree Town entrances, Solamachi commercial area smoking spaces. The walk across the Sumida River bridge is exposed — do not smoke while walking.

Route 4 — Ginza → Tsukiji Outer Market

Chuo Ward covers both Ginza and Tsukiji. Strict fines for street smoking. Smoking spots: large designated spaces at major department stores (Ginza Mitsukoshi, Matsuya Ginza, GINZA SIX), the Tsukiji Outer Market area has designated outdoor smoking spots near the entrance. The Ginza pedestrian street ("Hokousha Tengoku" on weekends) is entirely non-smoking.

Route 5 — Marunouchi → Tokyo Station → Imperial Palace

Chiyoda Ward, home to the Imperial Palace, Tokyo Station, and Japan's financial district. Strict fines for street smoking. Smoking spots: designated outdoor spaces at the Marunouchi Building, Shin-Marunouchi Building, KITTE, and near Tokyo Station's Marunouchi exit. The Imperial Palace East Gardens area is entirely non-smoking.

How to plan smoke breaks into your walking tour

(1) Before leaving your hotel, open MottoSuitai and list designated spots along your planned route. (2) Set a "smoke break" every 2–3 km, near a major station where designated spots cluster. (3) Carry a portable ashtray as backup — useful when designated spots are crowded or closed. (4) Note that many designated outdoor spots are removed during the COVID-19 period and have not all been restored — check MottoSuitai for current status.
