On penalties, Musashino City's official FAQ states: "There is no fine system. We ask for your cooperation in following the rules and good manners when smoking, so that both smokers and non-smokers can spend their time comfortably in our town." The city explains that it considered the fine systems used by other municipalities but decided against introducing one, citing practical problems such as the lack of enforcement power for collection and the cost of patrols. So there is no mechanism to collect a fine for street smoking in Kichijoji — but it is still a no-street-smoking district, and the premise is that you refrain from smoking on the street.

Musashino City has installed enclosed smoking areas near stations in the city. These are called "smoking trailer houses"; according to the city, they can be installed outdoors and, being towable, can be relocated. The city also explains that a plasma deodoriser purifies the smoke inside before it is exhausted, greatly reducing odour. There are two around Kichijoji Station.

Mitaka Station and Musashi-Sakai Station, one and two stops from Kichijoji on the Chuo Line, also have Musashino City smoking areas. Inokashira Park, right by the south side of Kichijoji Station, is a Tokyo Metropolitan park (spanning Musashino City and Mitaka City). At the time of research for this article, we could not find any statement on the Tokyo Metropolitan Government Bureau of Construction's official page for Inokashira Park indicating whether smoking is allowed in the park or whether smoking places exist. This article therefore does not assert whether you can smoke inside Inokashira Park or whether there are smoking places.
Park rules are set by the park manager, and on-site signage takes precedence. If you plan to visit Inokashira Park, check the latest rules on notices at the entrances and inside the park, on the Bureau of Construction's official page, or with the park office. Musashino City set up its no-street-smoking districts precisely to address the dangers of smoking while walking in such busy places.
