Tokyo Station straddles Chiyoda and Chuo — the Marunouchi and Yaesu sides have different rules
The first thing to grasp when using Tokyo Station is that it straddles two wards. The Marunouchi side (toward the Imperial Palace) is Marunouchi in Chiyoda City, and the Yaesu side (toward Nihonbashi and Kyobashi) is Yaesu in Chuo City. The two wards differ in how strict their outdoor smoking rules are, and especially in what happens if you break them. Smoking on the street on the Marunouchi side makes you liable for a 2,000 yen fine, while the Yaesu side has no fine provision. But "no fine" does not mean "you may smoke": Chuo City also bans smoking by ordinance on roads, in parks and in plazas outside designated smoking places. On either side, always smoke at a designated smoking area.
- Marunouchi side (Chiyoda City): the entire ward is a no-street-smoking zone. Violations draw a 2,000 yen fine (up to 20,000 yen under the ordinance)
- Chiyoda's ordinance is the "Ordinance on Development of a Safe and Comfortable Living Environment in Chiyoda City" (Chiyoda City Ordinance No. 53 of 2002)
- It took effect on 1 October 2002, with penalties applied from 1 November of the same year — the first ordinance in Japan to attach penalties to street smoking
- From 1 April 2010 the no-street-smoking zone was expanded to all of Chiyoda City
- Heated tobacco has also been subject to Chiyoda fine collection since 1 November 2024
- Yaesu side (Chuo City): smoking is banned on all roads, in parks and in plazas across the ward outside designated smoking places (second-hand smoke prevention ordinance, in force since 1 July 2020)
- Chuo City sets no fine. If guidance and recommendations are not followed, names may be published
- Chuo City's smoking rules also cover heated tobacco
Crossing the station from east to west means crossing a ward boundary without necessarily noticing. It helps to remember that the Marunouchi side has a fine and the Yaesu side does not — but either way, street smoking is banned by ordinance in both wards. The reliable approach is to find a smoking area first, then walk there.
Main free smoking areas on the Marunouchi side (Chiyoda City)
Chiyoda City publishes a list of free public smoking areas in the ward on its official site, and as of the 21 May 2026 update, nine are listed for the Otemachi / Marunouchi / Yurakucho area. The main ones whose name, address and hours can be confirmed on the official list are below. Within walking distance of the Marunouchi side of Tokyo Station are places such as the Hato Bus Tokyo Sales Office and a facility in the basement of the Shin-Tokyo Building.
- Hato Bus Tokyo Sales Office smoking area (Marunouchi 1-10-18, 8:00–21:00, in principle open daily)
- THE TOBACCO MARUNOUCHI SECOND (Marunouchi 3-3-1, Shin-Tokyo Building B1F, 6:00–0:30 next day)
- THE TABACCO 2:50.76 (Marunouchi 3-7-15, 9:00–21:00, closed weekends/holidays, Obon and year-end/New Year) — name as spelled on the Chiyoda City official list
- Smokers' Cafe Briquet smoking area (Otemachi 2-3-1, West Tower 2F, 7:30–20:00, closed weekends/holidays)
- Ginza Inz 1 & 2 smoking booth (Yurakucho 0-banchi, 10:30–23:15, closed New Year's Day)

A characteristic of the Marunouchi and Otemachi business district is that many smoking areas are weekdays-only and closed on weekends and public holidays. If you use Tokyo Station on a day off, THE TOBACCO MARUNOUCHI SECOND (6:00–0:30 next day), which is open close to around the clock, and the Hato Bus Tokyo Sales Office smoking area, in principle open daily, are easier to rely on. Note that no smoking area named "Marunouchi North Exit" appears on the Chiyoda City official free smoking area list as of the 21 May 2026 update. Some third-party sources say a smoking area near the Marunouchi underground north exit was closed, but we could not confirm the circumstances or timing in official primary information, so this article does not assert whether or when it closed. On site, please use the smoking areas that do appear on the official list.
Main designated smoking places on the Yaesu side (Chuo City)
Chuo City publishes lists of both "ward-run (public) designated smoking places" and "private designated smoking places" on its official site. As of the 3 July 2026 update there are 21 ward-run and 56 private, for a total of 77. In the Yaesu and Kyobashi area, a short walk from the Yaesu side of Tokyo Station, there are private designated smoking places such as the following. Three are designated inside Yaesu Underground Mall (Yaechika), which has the advantage of being reachable from the station underground without going out in the rain.

- Yaesu Underground Mall (East Terrace) (Yaesu 2-1, 6:00–23:00)

- Tokyo Midtown Yaesu, Yaesu Central Tower (Yaesu 2-2-1, B1F 7:00–23:00 / 2F 7:00–21:00, 2F weekdays only)
- THE TOBACCO YAESU (Kyobashi 1-2-1, 7:00–21:00, closed weekends/holidays)
- TODA BUILDING smoking area (Kyobashi 1-7-1, 7:00–23:00)
- THE TOBACCO KYOBASHI (Kyobashi 1-14-6, 7:00–20:00, closed weekends/holidays and year-end/New Year)
Compared with the Marunouchi side, the Yaesu side has more smoking areas open late. The three Yaesu Underground Mall locations at 6:00–23:00 and the TODA BUILDING smoking area at 7:00–23:00 cover both early-morning Shinkansen departures and late-evening arrivals. All of these are facilities Chuo City publishes as "designated smoking places," but actual opening follows each facility's business days and hours. Check the latest on Chuo City official guidance and each facility before you go.
Shinkansen platform smoking rooms inside the gates, and fully non-smoking trains (since 16 March 2024)
Inside the Shinkansen gates at Tokyo Station, smoking rooms are provided on the platforms. According to the article on JR East's official media "JRE MEDIA" (published 5 December 2025), three are listed on the Tokaido Shinkansen platforms and four on the Tohoku / Yamagata / Akita / Hokkaido / Joetsu / Hokuriku Shinkansen platforms. All are inside the gates, so you need a ticket and limited express ticket, or a platform ticket, to use them.
Tokaido Shinkansen platforms (tracks 14–19)

Tohoku / Yamagata / Akita / Hokkaido / Joetsu / Hokuriku Shinkansen platforms (tracks 20–23)

Onboard, however, Shinkansen trains are entirely non-smoking. The smoking rooms that used to be on Tokaido, Sanyo and Kyushu Shinkansen trains were abolished with the timetable revision of 16 March 2024, which made every Shinkansen in Japan fully non-smoking on board. The practical choice is to use a platform smoking room before you board. Platform smoking rooms can get crowded right before departure, so allow extra time. Whether and where smoking rooms are provided can change, so check station signage and railway company official guidance on the day.
In-facility smoking rooms in Marunouchi such as Marunouchi Building, Shin-Marunouchi Building and KITTE
Around the Marunouchi side of Tokyo Station are large commercial complexes including the Marunouchi Building (Marubiru), Shin-Marunouchi Building (Shin-Marubiru), KITTE Marunouchi and Marunouchi Park Building. JR East's official media article lists KITTE, Marunouchi Building, Shin-Marunouchi Building, Marunouchi Park Building, Marunouchi Kajibashi Parking, the Hato Bus Tokyo Sales Office and THE TOBACCO 2:50.76 as smoking areas at nearby facilities outside the gates. However, we could not confirm official primary information from the facilities' own sites on which floor each smoking room is on or what hours it keeps. This article does not assert floors or hours we cannot confirm. If you want to use a smoking room at these facilities, always check each facility's official site or in-building signage for whether a smoking room exists, where it is and its hours. To smoke outdoors, use the Chiyoda City free smoking areas or Chuo City designated smoking places described above.
Heated tobacco and e-cigarettes
The revised Health Promotion Act came fully into force in April 2020, making indoor spaces non-smoking in principle. Restaurants and commercial facilities are also indoor non-smoking in principle, and smoking requires a dedicated smoking room meeting the standards. Outdoors, both Chiyoda and Chuo treat heated tobacco the same as cigarettes. In Chiyoda in particular, since 1 November 2024 street smokers of heated tobacco have also been subject to the 2,000 yen fine. "It is heated tobacco, so the street is fine" does not hold. Whether cigarettes, heated tobacco or e-cigarettes, use a smoking room indoors and a designated smoking area outdoors. As a matter of second-hand smoke prevention too, please stick to designated places.

How to follow the ordinances and find a smoking area at Tokyo Station: 4 steps
At Tokyo Station, where the Marunouchi side (Chiyoda City) and Yaesu side (Chuo City) have different rules, how to find a smoking area while avoiding street smoking.

The Marunouchi side is Chiyoda City, with a 2,000 yen fine for street smoking; the Yaesu side is Chuo City, where roads, parks and plazas outside designated smoking places are non-smoking. Street smoking is not allowed on either side.

Inside the Shinkansen gates, look for a platform smoking room. Outside the gates, look for a Chiyoda City free smoking area on the Marunouchi side, or a Chuo City designated smoking place such as Yaesu Underground Mall on the Yaesu side.

Marunouchi and Otemachi have many weekdays-only smoking areas closed on weekends and holidays, while the Yaesu side has places open until 23:00. Check the hours on the MottoSuitai map or the ward official site before setting off.

Heated tobacco is also subject to the fine in Chiyoda City. Use any tobacco in a smoking room indoors or at a designated smoking area outdoors, and be considerate of second-hand smoke.
