About this guide and disclaimer
This is a third-party guide organizing the situation as of August 18, 2026, based on the Ministry of Health, Labour and Welfare's official site (https://jyudokitsuen.mhlw.go.jp/) and chains' official pages. Facilities differ by branch and change with renovations, so we do not assert what any individual branch offers beyond what could be confirmed officially. Check the chain's official site, the front desk and the signage inside. This article is provided for information about smoking environments and does not encourage smoking.
"It is a private room, so it must be fine" does not hold
The most common misconception about Japanese internet cafes is that a lockable private booth is nobody else's business. Legally it is not that simple. Since April 1, 2020 the interiors of facilities used by many people have been non-smoking in principle (source: https://jyudokitsuen.mhlw.go.jp/point/), and smoking is only permitted inside a room built to the technical standards. A booth is not that room. Many booths are open at the top, so smoke travels straight into the shared space.
Kaikatsu CLUB's official FAQ puts it plainly: no tobacco product of any kind may be used at non-smoking seats (confirmed August 18, 2026; source: https://www.kaikatsu.jp/faq/). "Any kind" covers heated tobacco and vapes, not only cigarettes. Smoking at your seat can lead to cleaning and deodorizing charges or being asked to leave, and it is unacceptable on fire-safety grounds as well. The only correct move is to leave your seat and use the smoking room.
Kaikatsu CLUB's official guidance: the product decides the place
Among the chains, Kaikatsu CLUB documents its smoking environment most clearly. Its official FAQ answers the question of where smoking is possible by stating that yes, you may smoke; every branch has a dedicated smoking room; and where you may smoke differs by product type (confirmed August 18, 2026; source: https://www.kaikatsu.jp/faq/). An official notice dated October 13, 2023 similarly states that branches provide either a heated-tobacco-only booth or a dedicated smoking room (source: https://www.kaikatsu.jp/info/detail/011743.html).
- Cigarettes: dedicated smoking room (per the official FAQ)
- Vapes: dedicated smoking room (per the official FAQ)
- Heated tobacco (IQOS, glo, PloomTech): dedicated smoking room or heated-tobacco-only area (per the official FAQ)
- Non-smoking seats: use of all tobacco products is firmly declined (per the official FAQ)
- Some branches have no heated-tobacco-only area (per the official FAQ)
The four legal room types, and the two you will meet here
There are four legally distinct smoking-room types differing in what may be smoked, whether food and drink are allowed, and which facilities may install them (source: https://jyudokitsuen.mhlw.go.jp/smoking_room/). At an internet cafe you will mostly encounter the first two.
- Dedicated smoking room: smoking allowed / no food or drink / installable by ordinary businesses
- Heated-tobacco-only smoking room: heated tobacco only / food and drink allowed / installable by ordinary businesses (transitional measure)
- Smoking-permitted room: smoking allowed / food and drink allowed / only existing qualifying small eateries (transitional measure)
- Smoking-purpose room: smoking allowed / food except staple meals allowed / only smoking-purpose facilities
- For all four types, entry by anyone under 20 is prohibited, even if they are not smoking
Because Japanese internet cafes almost always include a free drinks bar, the no-food-or-drink rule in a dedicated smoking room matters in practice: leave your drink at your seat. A heated-tobacco-only room permits food and drink under the law, but individual branches may still restrict it, so follow the notices posted on site.
Overnight stays deserve extra care
Internet cafes are widely used as an alternative to a hotel after the last train, and for long work sessions. The longer you stay, the more tempting it is to think nobody will notice at 3 a.m. In reality, late-night hours are exactly when other customers are asleep nearby, so smoke and odour cause more friction than during the day.
- Ask where the smoking room is when you check in, so you are not searching at night
- The smoking room is shared space — do not linger when others are waiting
- Assume people are sleeping near your seat when you return
- Follow the branch rules about leaving belongings at an unattended seat
- Never smoke where there is no ashtray; a portable ashtray is useful if you step outside
Under-20 entry ban
Nobody under 20 may enter a smoking area, even when not smoking (source: https://jyudokitsuen.mhlw.go.jp/point/). Smoking by anyone under 20 is prohibited by law in Japan (source: e-Gov https://laws.e-gov.go.jp/). Branches routinely check age on registration and entry, and many restrict late-night entry for minors, so bring photo ID.
If the branch has no smoking room
Locate a nearby smoking area in advance with MottoSuitai's smoking area map. For the legal framework, see the guide to the revised Health Promotion Act; for reading the signage, the smoking area signs and pictograms guide; and for other late-night options, the karaoke chain smoking guide.
Before you go: seat non-smoking, smoking room only
The rules come down to three points: your seat is non-smoking even when it is a private booth, smoking happens only inside a qualifying smoking room, and the product you smoke decides which room you may enter. Facilities vary by branch, so check the chain's official pages and the notices inside the store. This guide reflects what could be confirmed officially as of August 18, 2026.
Frequently Asked Questions
Q.Can I smoke in a private booth at a Japanese internet cafe?
A.No. Interiors are non-smoking in principle and a booth is not a legal smoking room (source: https://jyudokitsuen.mhlw.go.jp/point/). Kaikatsu CLUB's official FAQ states that no tobacco product may be used at non-smoking seats (source: https://www.kaikatsu.jp/faq/). Use the smoking room instead.
Q.What about heated tobacco or a vape at my seat?
A.Also not allowed. Kaikatsu CLUB's FAQ covers all tobacco products at non-smoking seats, and directs cigarettes and vapes to the dedicated smoking room, and heated tobacco to the dedicated smoking room or a heated-tobacco-only area (confirmed August 18, 2026; source: https://www.kaikatsu.jp/faq/).
Q.Can I take a drink from the drinks bar into the smoking room?
A.Not into a dedicated smoking room, which permits smoking but no food or drink (source: https://jyudokitsuen.mhlw.go.jp/smoking_room/). Leave your drink at your seat. A heated-tobacco-only room permits food and drink under the law, but follow any branch-specific notice.
Q.Can I check in advance which branches have a smoking room?
A.Chain websites usually list facilities and seat types on each branch page. Kaikatsu CLUB's FAQ also notes that some branches have no heated-tobacco-only area (source: https://www.kaikatsu.jp/faq/). If the page does not say, call the branch.
